The Institut d’émission des départements d’outre-mer (IEDOM) is a subsidiary of the Banque de France and operates within the Eurosystem.
It ensures the territorial continuity of central banking functions on behalf of the Banque de France in the overseas departments and collectivities where the euro is the official currency: Guadeloupe, French Guiana, Martinique, Mayotte, Réunion, Saint Barthélemy, Saint Martin, Saint Pierre and Miquelon, and the French Southern and Antarctic Lands (TAAF).
IEDOM is chaired by Alexandre Gautier, who also serves as Director General of the Institut d’émission d’outre-mer (IEOM).
The IEOM is responsible for defining and implementing the state’s monetary policy in New Caledonia, French Polynesia and Wallis and Futuna. It ensures confidence in the Pacific franc by overseeing the issuance and maintenance of banknotes and coins in circulation.
Through the production of financial information, the monitoring of scriptural payment systems and methods, and by relaying the supervisory authorities’ actions on the ground, the IEOM ensures the financial stability of the Pacific franc zone.
The IEOM supports businesses and individuals who are experiencing financial difficulties. It also runs financial, budgetary and economic education initiatives (EDUCFI) to ensure that everyone has the knowledge needed to make informed decisions in their daily lives.
Finally, the IEOM manages the treasury accounts in each French Pacific territory.
IEDOM plays a key role in observing, studying and analysing the economies of the overseas territories. It compiles the balance of payments for New Caledonia and French Polynesia. It shares its expertise through publications, participation in local forums, and direct interaction with public and private decision-makers.
